In his speech, Secretary Zhang emphasized Hefei's commitment to advancing the construction of a national pilot zone for innovative development in the new generation of artificial intelligence. Hefei has established a comprehensive industrial chain encompassing "underlying hardware, data computing, basic application technology, intelligent terminals, and industry applications." He expressed the hope that this conference would serve as an opportunity to collaborate with more partners in the AI ecosystem, accelerating the joint construction of high-performance computing power, promoting the "fusion of three types of computing" (supercomputing, intelligent computing, and quantum computing), and forming a powerful, efficient, stable, and cost-effective computing support system. Hefei aims to expedite the sharing of big data, establish an integrated data infrastructure platform across the city, and achieve high-quality data supply across government, business, and consumer sectors. Furthermore, the city strives to advance the joint research of large models, conducting organized scientific research and systematic layouts, ensuring that Hefei remains at the forefront of general and industry-specific large model technologies, maintaining autonomy and control over key core technologies. Hefei will also accelerate the utilization of large-scale application scenarios, focusing on fields such as healthcare, education, scientific research, new energy vehicles, and humanoid robots, systematically deploying a series of benchmark scenarios with strong traction and influence, empowering various industries and benefiting millions of households through AI, striving to create a high ground for AI innovation.

In September 2023, China Bester Group invested 5.5 billion yuan in Hefei to establish the China Bester’s Base in East China, which encompasses an intelligent computing power center and a lithium-ion battery system production base. As a vital component of Hefei's computing power infrastructure, the China Bester Hefei Intelligent Computing Center project, upon completion, will offer a maximum of 25,000 PetaFLOPS (PFLOPS) of intelligent computing power. During this conference, China Bester Group and Hefei Big Data Company signed a cooperation agreement on computing power, aligning their efforts in areas such as computing power resource sharing and promotion, the construction of computing power platforms, collaboration in big data applications, the promotion of vertical model applications, the introduction and establishment of large model enterprises, as well as policy support. This agreement has set a clear direction for future business development.

During the conference, Chairman Li Liubing engaged in discussions with provincial and municipal leaders, and had cooperative communication with the key executives of major model enterprises such as HiDream.ai, iFLYTEK, Parallel, Leju Robots, JAC Center, laying a solid foundation for deepening cooperation in computing power services in the future.
